Dalian is home to over 600 aquatic product processors, with an aquaculture area of 500,000 hectares and 31,000 fishing boats. In 2011, the total output of aquatic products reached two million tons. The output value of the marine economy amounted to 64.6 billion yuan ($10.25 billion). Last year also saw the export of aquatic products totaling 560,000 tons with export value exceeding 2 billion yuan ($317.2 million). The personal income of fishermen increased to 18,300 yuan ($2,900) per year on average.

Tang said that the fishing industry is a crucial part of modern urban agriculture. The industry should set up a modern fishing industrial system, standardized system, logistics system, resource conservation and protection system, and safety guarantee system to promote new technologies and improve product quality.

The city should also attach importance to ocean protection. More effort should be made to control fishing intensity and to manage the development of maritime areas and islands. The protection and restoration of coastal areas and coastlines should be strengthened as well.
