Mr Crivella argued that the best way to strengthen the supply chain of the fish is through the formation of local consortium, allowing equipment and knowledge to be shared. Another benefit is that the Ministry provides technical assistance and credit to feed to the second year of the project.

The Ministry also encourages municipal laws for the creation of plans for the development of aquaculture. Thus, public resources can be directed to ponds on farms.
