The Ministry of Planning and Investment said that authorities should continue to oversee the removal of dead fish, which should be banned from human consumption.
More research should also be done into investigating the causes, measures must be taken to punish those responsible and help must be given to fishermen that have suffered losses.
Lastly, fishermen are urged to stop using seawater for breeding fish until the causes are fully understood, reported the VNS newspaper.
The Deputy Minister of Natural Resources and Environment, Vo Tuan Nhan, confirmed that the mass deaths are thought to have been caused by discharged chemical toxins and harmful algal blooms.
