Specifically, Mr Dominguez has highlighted the fact that there were not modified texts on Maximum Sustainable Yield and discards, "which is a major achievement because it was the points where the Council had reached the limit."
According to Mr Dominguez, Spain had opted for an agreement under the Irish presidency because of his greater experience in fisheries and because "we had made it clear he did not want a reform against the interests of Spain."
Mr Dominguez also said "the discard policy will introduce flexibility in the way we manage our dues and will allow fishing for species that have no quota (in our fisheries catches) and that may be counted against the quota of the main species. It's about breaking the principle of relative stability, something that had fought Spain in recent years," he stressed.
