Miguel Arias Cañete was speaking in Luxembourg, at the start of the Council of Fisheries Ministers of the European Union, which discussed the fishing opportunities in the Baltic Sea for 2014 and preparations for the annual meeting of the International Committee for the Conservation of Atlantic Tunas (ICCAT).
