Diosdado Macapagal-Arroyo, Luis Villafuerte, Ferdinand Martin Romualdez and Marcelino Teodoro have proposed in separate bills the creation of said department as a significant step to ensure the preservation and proper development of the nation's archipelagic waters and marine resources.
