Massachusetts Panel to Recommend Zoning Ocean, Its Uses

MASSACHUSETTS - After a decade of mounting pressures on Massachusetts' coastal waters, with industries from fishing to wind farms competing for a resource once seen as virtually limitless, a state task force today will recommend zoning the ocean much like private land.
